The circuit/county clerk is the official bookkeeper of county government and serves as the clerk for the county, quorum and probate courts. The clerk keeps a regular account between the treasurer/collector and the county, credits the treasurer/collector with all moneys received, debits the treasurer/collector with all moneys dispersed and keeps an accurate account of all financial transactions within the county. The circuit/county clerk prepares all checks on the treasury for moneys ordered to be paid by the county court.
 
The circuit/county clerk serves as the secretary of the quorum court and keeps complete, permanent records of the proceedings of the quorum court. In probate court, the clerk files instruments in decedent estate cases and swears in witnesses in contested estates. The circuit/county clerk maintains adoptions and guardianship records within the county.
 
The circuit/county clerk serves as the secretary of the Board of Equalization, records the minutes of their meetings and extends the taxes in the information provided by the assessor and the Board of Equalization.
 
The circuit/county clerk issues marriage licenses, keeps a record of firms in the county which have incorporated and issues special licenses allowing certain activities.
 
The circuit/county clerk maintains records of proceedings and prepares the dockets of the circuit, chancery and juvenile courts. The clerk prepares summons, warrants, orders, judgments and injunctions authorized by the county sheriff. The circuit/county clerk maintains files of cases pending in each court, records past court cases and their disposition and keeps a list of prospective jurors.
 
The circuit/county clerk records deeds, mortgages, liens, surety bonds and other orders and instruments involving property within the county. The clerk swears in notaries public and files regulation of state agencies licensing trade or professional workers.
